Sergey Chernogaev was born on November 9, 1964 in Vorkuta, Komi Republic.

After graduating from the Russian university of transport in 1987 he came a long way from a rolling stock repairman to the head of the locomotive service.

2006 – 2010: Chairman of the Northern Railway territorial organisation of the Russian Trade Union of Railwaymen and Railway Construction.

2010 – 2012, 2020 – 2021: First Vice-Chairman of the Russian Trade Union of Railwaymen and Railway Construction.

2021 – 2025: Chairman of the Russian Trade Union of Railwaymen and Railway Construction.

April 2024 – October 2024: FNPR Vice-President on an honorary basis.

At the FNPR 13^th Congress in October 2024 he was elected FNPR Chairman.
